There was a couple at BYU that were always kissing, snuggling and otherwise making out in public places like the dorm lobby and Cannon Center.

My friends and I forged the stationary from the Honor Code Office (there was plenty of ACTUAL stationary to be found in my dorm ) and mailed them notices that they were to appear for a scheduled appointment for their reckless PDA (aka Public Display of Affection).

The girl was all distraught and it wasn't until they showed up to the HC Office that they discovered they'd been had. The PDA frequency dropped off significantly after that.
