For me #1 is improving recruiting rankings about 35 places,
which would enable all those other performance priorities. So adjustments to our recruiting paradigm to stretch the top of that high floor/low ceiling box the football and basketball programs live in.
Just don't violate that prerequisite you mentioned.
BTW, I specified 35 places because thats where Utah is. Point is none of those performance goals are realistic without a recruiting paradigm change.
