million acre feet annual divided among them and Lower Basin states get 7.5 million acre feet. (Mexico gets 2)
This was a political compromise in 1922 to balance where Colorado water is “produced” (upper basin states) to where it was consumed (lower basin states- CA, AZ, NV).
Of the 7.5 that the Lower basin gets, 4.4 goes to CA, AZ get 2.8, NV gets 0.3.
To stir the pot even more, under the 2007 drought contingency plans for the Lower Basin states, CA doesn’t take any water cuts as Lake Meade levels drop, while AZ and NV do.
