wow... Stuff like this really irks me. At the VERY least this money could
be rewarded to state employees that actually deserve it. I've seen state agencies having fancy holiday parties complete with raffles for expensive gifts (big screen TV's, smartphones, drones...), all because they had a budjet surpluss.
