I'm guessing there's no way it's Utah.
I work pretty closely with a state agency that can't even spring for donuts at a meeting without 2 forms to get permission because their budgets are so tight. They already have staff getting paid who start out around $15K-$20K less in salary a year than someone in a similar position in Idaho. IDAHO!
When the governor makes comments about every department/division cutting their budget by 4% (or whatever it might be from year to year) and being more efficient - it just drives me nuts. Because it means they won't have the support to keep the few staff they manage to hire at such a low salary - and those they do hire are likely to be subpar and better suited to jobs that don't ask them to make decisions about people's lives.
Who is giving away big expensive gifts? That's not anything I ever saw as a state employee myself.
