For HSA you need a qualifying HDHP in place. In PA for example there were a
total of ZERO qualifying HDHP on the exchange for the last 3 years. This year there was ONE available qualifying HDHP.. and it was $250 a month than a comparable bronze plan ($8000/$16000) which for a family of 6 was already $1291/month.
