Drastic solution to enable removing all pass interference penalties
Rule change 1: Pass interference is no longer a penalty. Dbs can hold, tackle, push, or whatever they have to stop a receiver from catching the ball. The same goes for offensive pass interference. WR can push off, hold, tackle or whatever to get open.

Rule change 2: Defense gets one less player on defense, or offense gets to play with 12.

End result will probably be a lot more running the ball taking advantage of the extra man but I like the idea of receivers having to fight for the ball and not do this "did I touch you too much" dance to catch a ball. It's also a very controversial and game changing penalty. Targeting and defenseless player rules remain in place. Can't kill guy who can't defend himself. Same with facemasks and other safety penalties.
