My son is 11 and has enjoyed both for 3 years now. He is a bigger kid so he is
an X man in tackle. It’s very intense and the season is long.
He plays flag in the Spring for fun because it’s way less intense and he gets to play other positions including QB.
Echoing other posters, I’d tackle is in his future, start him early. Doesn’t mean he can’t also enjoy flag football.
