I view the issue similarly on the in-house legal side
If you're nearing a point in your career where the firm wants to see real indicators that you're willing to do everything it takes to make partner, and you know that you're not, that's the time to make the move. Right around year 5 seems to be the sweet spot for that - that's what it was for me.
