The MLB has allowed the MLBPA too much power and it's caused them to be much too soft on players. They need to lay the wood on guys breaking the rules and not back down. When they do they open the door. That's where the MLB had a chance to right a lot of wrong and drop the hammer on the Astros but they didn't and now they're left with a mess.
Sign stealing itself is allowed without the use of technology. If a guy tips his hand to what pitch he was going to throw then that's on him, but if a team uses technology to assist then they're breaking the rules. I know it's crudely been around for awhile but the Astros took it to a crazy stupid level and they got slapped on the wrist. It's a shame.
