I was thinking similar thing, but hadn't thought through the details like you.
I do like that idea as the people hurting now may not have been hurting in 2018 when everything was fine.
Only issue I see is people spending the money even if above. They should in theory be able to pay it back, but some people are really stupid with money. Plus that's a lot more money to pay out for the government.

this doesn't make sense to me - for me it made much more sense to send the money to everyone and then use everyone's
