The Paycheck Protection Provision will lay all their wages upto a $100k annualized salary AND their benefits.
If they go on unemployment, then they lose health plan coverage. You can also block the UI coverage because you are offering them full pay.
If you are still operating in some way, then you can probably pay the hazard pay and get above the UI extra pay.
