Switching from W2 to 1099 under same company usually a red flag for IRS. I'd
Clarify with current employer what her status is and if it's different when it changed. Preferably do this via email in a non confrontational way so there is a document trail. I believe the contractor (your daughter) has to sign the w9. If she earned less than $600 in a year things are different.
