Are already dead (as in, they aren't as good at keeping 85 y.o. alive if they need any type of advanced care) and so India might not have as great of a susceptible population. I want to emphasize that I don't know. But I would guess that the packed slums don't keep advanced age persons alive as well as the old folks homes we have in the US.
I guess what I'm saying is that with advanced technology and wealth we keep a lot of people alive that probably would not have reached that age if they were born 3 decades earlier or if they lived in the slums.
And maybe in the packed slums of India those people are already passed.
