oh man, I love simracing
The requirements you list looks like what would be considered a mid/high range computer... about 6 years ago. Those parts are pretty old. A mid range gaming computer these days (or even a mid-range gaming laptop) would easily clear those requirements.
I mostly use iRacing so I can answer questions specifically about that, but otherwise I can help with looking at PC specs as well.
