It's not guaranteed, and it's naive to assume, that businesses are going to hire back all of the workers that are laid off. Businesses are going to have to make short-term emergency decisions that have long-term consequences.
Like maybe a restaurant franchise or retail store or a gym will close 25% of their locations in an effort to survive while hoping to be up and running 4-5 months from now. Or these companies will re-open, but they will be understandably conservative in hiring for a while. Or they have a few guys that are in their mid-60s, and were their most expensive employees to retain, so they just won't offer a lot of those guys their jobs back.
The longer this goes, the harder it's going to be to recover.
