The social distancing and shelter in place weren't meant to stop the spread

No one has ever said the efforts were to completely stop the spread. Theyre' to flatten the curve so as not to overwhelm the healthcare system with a sharp spike of critical cases in a short amount of time.

Each state needs to reasses the situation by next Friday, April 10. See where your state is on the curve and examine healthcare resources, equipment, supplies, labor force and hospital and ICU capacity. Take whatever reasonable steps are available to continue to increase capacity to meet anticipated demand.

I am hopeful that we will see data in 10 days that supports opening businesses back up, which can still be done even with strict social distancing, including online school, no large gatherings, telecommuting, video conferencing, etc. Those at most risk can continue to self-isolate in more extreme ways and states (or even counties) that are still seeing an increase in critical cases that could overwhelm the local healthcare system if more extreme measures are not continued can make those local and regional decisions. But, we will need to get businesses making revenue again and open up the economy.
