That would be 100% correct and it's looking like they might not get back to school before May 6, this being April 3
and they haven't made an announcement yet.

The basic need being that there are some foreign teachers for international schools now trapped abroad and can't get into CHina without a 14 day quarantine. So even if they said school was to start May 6, all those teachers would need 8-10 days to find a flight, and then 14 days of quarantine before they could begin teaching.

There are some who believe that only the HS age kids will go back to school this year. And that because they just announced two days ago that the national college exam moved to July 7-8 from June dates.
