The level of cleanliness of each bag is determined by the owner. You purchase them usually from the store and then it's
your responsibility to bring it in and use it or not. Workers don't hand out old and used bags. Not at any store I've ever been to that uses them.
FWIW I have a few I use when I go to Costco and Whole Foods. But that's about it. Still accepting plastic ones from other stores at times because they're good trash bags.
