I'm working closely with what's going on, and it's too bad that bureaucracy wins the day yet again. In the bill they gave themselves 15 days to get this figured out and when they started telling everyone things would be good to go on April 3 I thought that was too ambitious and would turn into a "Over Promise/Under Deliver" scenario and that's exactly what happened.
