The CDC and WHO are the ones behind this.

Unelected, no pay raise, working 80+ hour weeks instead of the cushy jobs they had 4 months ago. They are also powerless unless government listens to them.

Trust me the people behind the recommendations have no power, and get no benefit from causing fear and panic.
