on operations with doctors, hospitals, and equipment the same, but I would have had stages of outbreak where I would have implemented increasing capacity to allow for additional services for COVID patients. Most hospitals in Utah are hardly occupied and many of our patients that need care are not getting the full care that are needed. Staged increases of capacity with quarantined corridors are possible with how most hospitals are setup.
