How are you using Sweden's numbers now to say it's successful?

I wouldn't necessarily disagree with your point, Swedens neighbors might be better benchmarks but as long as they can keep with France they will be a good spot.

Where I see Sweden going wrong is them calling it quits early and trying to implement preventitive measure that will have limited effect.
