And the county referenced it in their news conference today. The state has basically set guidelines for all phase 3 business to reopen, and is allowing counties to open things when they see fit (after June 12). So technically San Diego County could delay the opening, but they just voted 2 days ago to send a letter to the state asking for hotels to be allowed to open.
