At first I thought you were saying the entire conference (e.g. Pac-10) would move up or down to a different tier, but now that I see you are saying that just one team from each conference will up (down), I like that alot.

It prevents loser schools from getting a free ride by hiding behind their conference affiliation. Teams will either have to produce or fail.

Two issues:

- This year's BYU team wouldn't have had a chance at the national title simply because previous BYU teams relegated BYU to the "Premier League." In general, do we want prior year's teams determining how far this year's team can go? (This applies to all schools, BYU was just a good example.)

- Minor point: You'd have to start off with more good conferences in the "West." Currently, the "East" has better conferences.
