Highway 191 from Rock Springs to about Pinedale. Closer to rock springs the worst.

Yeah, the true loser is I-80 from Rock Springs to Rawlins. It’s pretty bad when the highlight is Wamsutter

After Farson it gradually gets better. Rock Springs to Farson though is how I picture Hell.

Assuming you are referring to the University of Utah. I don't think there is a single campus building that is on 1300E
