Does your water heater share a vent with the furnace? Powered vents need a
dedicated vent to avoid possibility of backflow into the heating system.
I installed one when I lived in Vegas and it was great and it vented separate from the HVAC.
That however, does nothing to help you know if it will solve the issue. It's wasn't even a funny story or anything.
