And Harlan has done exactly that. He changed the current contract by cancelling the 2020 game
No one is even thinking about 2021 yet. Until they sort out what is going to happen in 2020, and whether there will even be a season, or whether it is pushed to spring 2021, the fall 2021 schedule is just a figment of a future imagination.

So far all Harlan has done is: (1) support the PAC12 move to a conference only season in 2020, which alters a currently standing contract with BYU by cancelling the 2020 game at RES; and (2) Indicate that they are still planning on fulfilling the 2021 portion of the contract which calls for a game at LES in 2021.

Before we go all gaga over Harlan (and I do believe he is much kinder and gentler towards BYU than Chris Hill ever was), lets see what happens in 2021 when the dust clears. When the PAC12 decides to move the 2020 season to Spring 2021 and then shortens the 2021 fall season, we'll see what happens.

As of now, all he has done is indicate that he doesn't plan on doing anything yet for 2021, but CFB is in a huge state of flux right now and who knows what will still happen.
