Hawaii may be planning on playing and hoping on playing. That doesn't mean they will, unfortunately.

The State of Hawaii currently would not allow an out-of-state team to land, play a game, and then leave. They would require the out-of-state team to land, show negative tests taken within 72 hours, wait 14 days, play the game and then leave.



All of that could change. But the current situation makes me think Hawaii is less likely to play football than most teams/states.
