You can often get your bill reduced after things like that if you can show the water utility what went wrong and how it
was fixed.

I had a similar case years ago where my sprinkler controller got messed up and turned on a zone that I hadn’t finished plumbing yet so it was just an open pipe flooding at full volume. When I contacted the water co, they were willing to issue a credit if I showed some documentation that the problem was fixed (receipt from a contractor, etc)
