School by school take a vote with the football players who want to play and who doesn’t. If more than 75% want to play, you have a season.

You tell all students who want to participate that they do so at their own risk, and they are free to opt out at any time with no negative consequences to their scholarship.

You create a list of all teams who meet the opt-in threshold.

Those teams work to create a schedule.
