I think the focus on political garbage, rather than football is what really

Hindered navy.

Let's not forget, even with live contact practices, we've had our share of games where tackling was pathetic. So it's hard to blame the type of practice. And it should have been minimized after half but it wasn't. Navy flat out couldn't tackle.
