I'm going to say yes. This year's rookie class is actually a good test case
They had limited off-season/fall camp practices. So they basically came in as the same players as they were last year in college.


If you had,

QB - Joe Burrow
RB - CEH, James Robinson
WR - Lamb, Jeudy, Aiyuk, Ruggs, Jefferson, etc.
DL - Chase Young, Javon Kinlaw,
ETC.

They've all shown they can play early in the season with minimal NFL experience. I think if you put them together last year as a team and gave them a month or two to practice, they could give a team like the Jets a run for their money.
