The exemption is for games played off the mainland ... for the benefit of an NCAA member there. BYU can't just choose to put a game in Hawaii. Univ of Hawaii would need to support and see benefit. Maybe sharing the gate would be enough ...

Ive enjoyed the added layer of drama this year of the schedule changing on the fly. That’s where this idea comes from..
