PR is both transparent and covert
BYU's public pronouncements are usually colorless and transmit very little information. Lawyers.
BYU can use the covert methodology a la UW and the PAC12 by leaking to key sources in local and national media.
"We tried but UW wasn't serious and backed out." That message should have been immediately ready. BYU's PR arm is one of BYU's weakest links.
