The bottom line is, the NFL made their requirements very clear to every team. And they went out of their way to modify practice roster sizes and emergency backup rules to allow teams flexibility to accommodate what might happen because of those covid requirements. That the Broncos let all their QBs, including their emergency backup, to be together is unfortunate but 100% on Denver.
