The Titans was different because; it was over a month ago and additional restrictions have been put in place since that
were designed specifically to prevent a situation like Denver had. Also, it was really the first case, so the NFL was still dealing with uncertain territory. If that happened today, I'm sure the Titans game isn't pushed back.
The Ravens OTOH seems like they should've been treated like Denver. Pushing their game and not the Broncos's game is inconsistent.
