The possible contract with BYU fell through before it was clear that Utah would be matched up to Washington. SDSU signed while it was still likely that Utah and Washington would play each other, and that contract fell through when it was solidified that Utah was going to play Washington. The contract was signed Monday night. Utah and Washington was announced Tuesday about 24 hours later.
The Washington AD said the contract with SDSU streamlined the process for them to get the contract with Colorado.
It is an assumption that Colorado preferred SDSU over BYU (not considering the inability to come to a contractual agreement with BYU, but that they were not wanting a loss).
There is no other comment on the record that you could draw that conclusion from. Not saying it couldn't be true, but just pointing out that is not based on anything anyone has said.
