and he indicated that they were leaning this way, but asked me not to mention anything until it was official (knowing that I was a BYU fan and there was a shot at the Cougs being there). He said that their board/committee has been speaking with a number of other bowls, and could see many of them following suit if the Covid numbers don't slow down. He said many of the smaller bowls are already talking about canceling (which some have over this past week). The Fiesta Bowl group also handles the other smaller bowl in town which is named the Guarenteed Rate Bowl this year. As the board has been talking to teams, there are a number of teams who have said they don't even want to come to a bowl game unless they are in one of the big bowls.
It is a difficult proposition for many of these bowls without fans, without the multiple day celebration and without willing teams.
