burning 40 seconds anyway, then calling timeout right as a delay of game is about to happen. Either way you’re looking at about 40 seconds off the clock, if anything it would allow more plays to happen since the coach wouldn’t have to panic and run to a referee with 2 or 3 seconds left on the play clock to try and get a timeout in. It would simply allow QBs to try and hurry to beat the clock, if they don’t, the team can elect to use a timeout and avoid the penalty.

It’s a minor tweak that I think could help to slightly improve the game in those situations.
