But they chose to call a TO while not under penalty. What you're proposing is no
penalty at all, even though they have in fact caused a delay of game where the officials have to take time away from the game to issue a call.
If they have caused a delay of game but would like to avoid the 5 yard loss, they can choose to forfeit a time out. How does that not make sense but what your'e proposing does?
