I don't think so; it refers to a specific week. If on Friday I say next Tuesday
I'm talking about 4 days in the future, during the next week. This Tuesday already happened.

Depends on when he said it. If he said it last Friday, then it’s this week. If he said it today, then it’s next week.

“This Wednesday” would be two days. “Next Wednesday” implies next week.
