Instead of 85 full scholarships move to 70 full and 30 half scholarships

- Same amount of money is being given to students towards tuition

- Less walk-ons, more kids get all or some of their school paid for

- 15 less full scholarships for top teams could lead to some 4* caliber players leaving to other schools to get the full scholarship instead of paying half tuition to ride Bama's bench

Of course nothing meaningful will ever change in CFB though.
