Our stake President was CES, wasn’t wealthy and had a mortgage etc,

Not financially independent but Was able to serve as a MP. He wouldn’t be able to serve unless the church was paying him outside of the typical MP stipend. I know several other MPs who were church employees that had a lot of debt, not financially independent and served as MPs. They got paid while serving as MPs in order to cover their expenses back at home that they left behind.
