Seen from 2014 to 2020. The Obama recovery was one of the worst on record according to most experts. There was growth but it was much less than the expectation. Obama himself said that 3 or 4% GDP growth was a fantasy of the past and couldn't be achieved ever again.
When people don't feel like they are getting ahead they begin scapegoating other groups. Blacks, women, LGBT, etc scapegoated white men and the Trump base scapegoated immigrants. In an economy where people feel like they have a chance there is less racial resentment e.g. before 2007.

The economy improved every year under Obama. I think you could argue that it should have improved faster though.
