From the news reports I heard, it was only the Uber drivers who filed the lawsuit who this applied to - though Uber said they were going to move forward treating everyone the same.

So if it was the legacy taxi companies, they did it by getting some of their people to sign up for Uber and then sue Uber first. That's playing the long game - but I wouldn't put it past them completely. Just seems like a lot of work for them.
