Two ideas to remedy that: 1 - Use an algorithm to set the target before the game
The inputs to the algorithm could be both teams' pace of play and any other factors that may seem important.
2 - determine the target score after the first break target score is reached. If everyone has a break at 25 points, then they can determine the final target score by a calculation involving the amount of time taken to get to the break target score.
