I never have really thought about how regular season could count in a more meaningful way. There have been so many great teams that had the best regular season record but lost in the playoffs. I like the idea. I still like the playoff/ tournament style as well. Your solution appears to allow for both.

I also like the idea of relegation this would prevent taking and give teams throughout the league something meaningful to play for.
