Punta del Este is the touristy area known for it's beaches and hotels. I'd go back there just for that alone. I served in both cities. The Conrad might be the best Hotel there (also comes with a casino). I served in PdE during the winter so we played soccer on the beach. It's a great beach. The ball may or may not have gone into the ocean, and an Elder may or may not have had to go in to get it out. 😉
