Existing owners have to apply for permission to rent their units.
The HOA board will keep track of how many units are already rented and will deny permission if the number is at 40%.
Requires some extra effort from the board. They have already denied a couple of requests to rental convert from people who haven’t lived here two years yet.
There are exceptions, such as a mission or temporary work or military reassignment.
